A concrete staircase is exceedingly strong and will withstand all kinds of weather without ill effect but can be crafted into a beautiful aesthetic feature. Fire and flood resistant concrete steps do not suffer from the vibrations created by heavy traffic over wooden or metal access structures.
Especially in the Central Oregon climate, outdoor staircases made of concrete make sense and require almost no maintenance.
